Technical infrastructure must begin with the operational requirement.

An air-navigation system cannot be planned as a collection of individual technologies. A tower, control center or modernization program must begin with the operation it is expected to support.

From that requirement come the systems, technical spaces, integration, redundancy, maintenance, staffing, training and continuity conditions needed to operate safely and reliably.

Ana’s experience has been shaped by working across these dependencies—translating operational requirements into technical and institutional conditions that can function in practice.

PROFESSIONAL TRAJECTORY

Across 37 years at SENEAM—Mexico’s air navigation services provider—Ana built a career spanning technical systems, national training and institutional capability, regional operations, and executive responsibility for the infrastructure supporting the country’s air-navigation services. She became the first woman to reach executive leadership at SENEAM and remains the only woman to have served as Deputy Director General for Technical Affairs.

AIFA CONTROL TOWER

Planning the technical foundations of a new control tower

Ana coordinated SENEAM’s multidisciplinary technical work for the AIFA control tower, covering operational spaces, aeronautical and electrical equipment, furnishings and technical staffing requirements. The work required continuous coordination with military engineers under a highly compressed schedule.

ATM MODERNIZATION

Renewing the ATM platform for the Central Region

Ana led the technical decision and acquisition process to modernize the radar-display and flight-plan processing platform serving SENEAM’s Central Region, including AIFA. The program addressed hardware obsolescence and the growing difficulty of maintaining the existing system.

REMOTE TECHNICAL SUPPORT

Creating remote access to national recording systems

Ana proposed and led the introduction of intranet-based remote access for SENEAM’s recording systems. The change enabled centralized diagnostics, software updates and scheduled supervision, reducing unnecessary travel and accelerating technical response.

NATIONAL INFRASTRUCTURE PLANNING

Turning national infrastructure and workforce data into investment priorities

Ana drove the completion, registration and publication of the Engineering Services Operations Manual after years without a finalized document. She later developed the CECASE Operations Manual to address an observation from Mexico’s civil aviation authority.

Ever participated in replacing mechanical AFTN equipment with computer-based systems across ten airports in SENEAM’s Northwest Region. His work included installation, commissioning and training operational personnel on the new technology.

OPERATIONAL CONTINUITY

Maintaining service through an unprecedented operating disruption

Ever installed and commissioned digital radio links to replace analog infrastructure used to transmit radar data across the Northwest Region, with additional support at other stations nationally. The modernization improved the stability and quality of radar-data transmission.

AFTN MODERNIZATION

Modernizing the AFTN network across ten airports

Ever led the replacement and standardization of regional communications systems while maintaining continuous service. The work improved communications within the control center, across regional units and with the Mexico City and Monterrey Area Control Centers.

RADAR DATA CONNECTIVITY

Moving radar-data transmission from analog to digital

Ever helped lead the initiative to establish CANSO Americas alongside the FAA, NAV Portugal, Netherlands Antilles Air Traffic Control and Aena. The effort created a regional platform for coordination among air navigation service providers across the Americas.
